I was sure the lag was an intended feature of NWN2, any clues as to how to fix this?

Try removing memory from your PC.

If that doesn't work, install some spyware.

Also I found running your network cable underwater or next to large transformers can help.

Try using a wireless B card and connecting to the weakest signal you can find which usually is coming from a neighbors unsecured DSL connection over a block away.
