The Following Church Decree is in effect;
As per the Local Ordinance of Divine Law, The Temple of Thrall's Gate has declared the following to assist in the protection of the True Faith, and the Safety of all Citizens.
A dangerous religious artifact was given to the Temple of Lochwar by Constable Argo of the recently established Cerulean Fleet for examination.After careful examination of the object, it was determined to be a moderate artifact of power to the Grub Lord. This in and of itself is not heretical, however the powers contained within are not intended for the use by Laymen, Commoners, or Novices in the Culnul faith - and as such improper usage can cause severe damage, or worse. It was also determined that these objects of power are NOT specifically being created by the worshipers of Culnul, such is an insult to the Grub Lord and his faith and given the recent uprising of the dead near the Temple and the opened territory of Kargov - The Temple will not tolerate any more offenses to Lord Culnul, and in essence his master - Lochwar.
Therefore Let it be Known;
Citizens in Possesion of Black Doll's containing the scriptures of Culnul (Be them purchased by another Citizen, obtained on one's own, or stolen illegally) and are unable to present membership in the Grub Lord's Order shall be prosecuted by the Church with a Moderate Heresy charge. What is considered 'legitimate' membership may be verified by any Clergymen of the True Faith, A sitting Justice of the Order of the Scales, or any other authorized Imperial Officers.
Let it Further be known;
Citizens who aid, assist, or conceal the possession of such an item either for themselves, or willingly for another Citizen shall be prosecuted by the Church with a Minor Heresy charge.
Let it Further be known;
Clergymen who aid, assist, or conceal the possession of such an item either for themselves if they are not clergy of Culnul, or willingly for another citizen shall be prosecuted by the Church for High Heresy - with a recommendation of execution.

The Temple Encourages the Cerulean Fleet to consider these items to be weapons, until further examination of the objects has been identified, and would encourage further investigation as the matters for obtaining such objects seem to be illegal in nature. We ask that if there any clergy of Culnul in the area of Caer, they make themselves known to Father Minuvas of Thrall's Gate so that further examination can be made of these objects.
We thank the Constable for his concern for the safety of the Citizens of Cear, and for the true faith. He has shown to be an inspiring example of the Cerulean Fleet for his concern of matters of the true Faith. Praise Constable Argo for he had the wisdom of Farallis upon him.
If you are in possession of one of these items of power, and wish to turn them in - you may give them directly to a member of the Church of Lochwar, where we will safely store them and prevent them from getting into the hands of Citizens who would wish to do wrong.

An official dispatch is released by the Cerulean Fleet, read aloud by Constables of the outfit throughout the City. After the recitation, the dispatch is posted prominently around the various gathering centres of Cear.

Based on the findings of the Church of Lochwar, the True Faith of the Empire and His Imperial Majesty, the Cerulean Fleet has rendered the following determinations regarding the black figurine(s) that are believed to frequent the City of Cear in any undisclosed number.
Determination I
The Cerulean Fleet will also be working in tandem with the Church of Lochwar in seeing that each figurine is collected, and either stored in a safe repository, or destroyed, pending the decision of the Talon Command and the regional authority of the City of Cear.

On the Possession of Unlawful Religious Artefacts
Based on the findings of the Church of Lochwar, the True Faith of the Empire and His Imperial Majesty, the Cerulean Fleet has rendered the following determinations regarding the black figurine(s) that are believed to frequent the City of Cear in any undisclosed number.
Determination I
- The Black Figurine in question presents a threat to the safety and security of Cear, insofar as the possible summoning and controlling of undead abominations within the City Limits, which is in direct violation of Article II, Section 17, Paragraph 7, Subparagraph 3 of the Notable Laws of the Empire. Any such person(s) employing the use of the black figurine for this sinister purpose will be placed under arrest under Article II, Section 17.7.3.
- Church testimony and Cerulean Fleet Intelligence has determined that the black figurine is an instrument of a non-registered or unaccredited faith in His Imperial Majesty's Empire. The Cerulean Fleet will then charge any such person(s) possessing the black figurine unlawfully under Article III, Section 5, Paragraph 3 of the Notable Laws of the Empire. The possession of symbols or items of false gods will not be tolerated in His Imperial Majesty's realm.
- The Cerulean Fleet may, at any time, include an additional charge of public blasphemy under Article III, Section 3, Paragraph 3, Subparagraph 3 of the Notable Laws of the Empire for any transgressions of the above offences. The Cerulean Fleet will maintain the lawful integrity of True Gods, and their place within His Imperial Majesty's Empire.
