• Lieutenant Beatrix Flittermoon has been recommended for receiving her second commission to Captain, for her steadfast loyalty and dedication to the efforts of His Imperial Majesty's Cerulean Fleet, being deemed of the right character and personality for the command of a ship.
• Corporal Nicholas Woodruff has been recommended for receiving his first commossion to Lieutenant, for his brave conduct and apprehension of dangerous criminals within the Kalem complex.
• Constable Tobias Skyler Blythe has been recommended a promotion to Corporal, for his continual display of competence and dedication to the enforcement of His Imperial Majesty's Notable Laws of the Empire.
• Sub-Constable Mandrake has been recommended a promotion to Constable, for his skills and intelligence in the administration of His Imperial Majesty's Notable Laws of the Empire, and for his experience in dealing with the citizenry of the Empire. He is to be administered a gaol key, and henceforth be allotted the privileges and honour of detaining and arresting those citizens of the city of Cear.

All of the aforementioned Fleet-members have been APPROVED by the Admiralty of the Imperial Navy, and the Honourable Commodore Torquil Lamond, his last act as Commodore of the Cerulean Fleet.

Of note is Lieutenant Flittermoon's commission and promotion to Captain; as a result, Captain Beatrix, you are hereby requested and required to repair aboard the E.M.S. Resolute, read yourself as master and commander, and carry out the duties and responsibilities of captain of that vessel.

Similarily, as a commissioned officer Lieutenant Woodruff is hereby requested and required to repair aboard the E.M.S. Resolute, and be accepted and confirmed as first lieutenant of said vessel, and to support and carry out the orders of the aforementioned Captain Beatrix Flittermoon.

Applying for the Fleet

The Cerulean Fleet is now actively recruiting!

There are a few keys things citizens will need to know should they wish to join the Cerulean Fleet, and there are a number of requirements in order for an application to be seriously considered.

At present time the Fleet is searching for able-bodied citizens, in good physical health, that are interested in a career in the enforcement of Imperial Law, and the naval defense of Cear's harbour and coastline.

All applicants must meet the following criteria:

• - Must be of able body and mind.
  - Must have a clean, unblemished criminal record.
  - Must be of lawful spirit.
  - Must know and understand all of the articles in the Notable Laws of the Empire.
  - Able to operate effectively in stressful situations.
  - Able to take and follow orders without question.
  - Able to, or willing to learn to operate and contribute on any Imperial naval ship.

As with any Imperial Military Agency (such as the Pike, Talon and Claw), there are some restrictions on allowable races within the Cerulean Fleet. At present time, the Fleet can only consider petitions from human, half-elf and elf applicants.

As with any case, exceptions have, and can be made for any applicant. Providing, however, that they meet all other criteria and be of outstanding character and potential.

Players wishing to create a guard for the Fleet, or have their pre-existing character join the Fleet, must be aware of a few things:

• - PVP will occur as a member of this faction, and there is a good chance that you will not have a say in it occurring or not. You will be involved in PVP, sooner or later. If you have a problem engaging in PVP, this is not the faction for you.
  - Playing a guard can be stressful, but it is an incredibly rewarding experience. Know that sometimes you'll feel upset or frustrated.

Accompanied by the aforenoted Fleet-member, the company of deputies entered into the treacherous den beneath the laundromat, claimed by the illicit Kalem. Working in tandem, and with great ability, the party brought the villains to justice.

• Jacob Stormbeard, the Merchant, for his stalwart defense of the line, insofar as his staunch and interminable stubbornness in relinquishing any ground against the villainous Kalem, and for his gracious healing abilities, tendered to the party with a promptitude and efficiency worthy of praise.
• Lady Nell, for her quick and evasive talent with the sword and bow against the roguish Kalem, and for her dexterous skills with the scheming and wicked machinations of the same aforementioned villains, insofar as their crude yet deadly traps, mechanisms and devices that plague their self-proclaimed, illicit territories.
• Aerimac, for his stout and tenacious offensive against the villains of the Kalem; for his magical and martial talents, both worthy of the praise this Commendation can proffer. Though small in stature, his abilities in the field are of great consequence.
• Saritoris McGinty, for his impressively powerful magic ability, displayed with brutal candor and illustrative majesty; in concert with the other deputies present for this assignment, Saritoris was unmerciful in the dispensation of justice upon the illegal Kalem and their ruthless resistance to Varanite Rule of Law.

Be advised that Captain Torquil Lamond, late of the E.M.S. Aelkhor has been relieved of his duties as master and commander of that vessel. Captain Lamond has been issued orders to repair aboard the E.M.S. Resolute, and to resume his previous station as Commodore of the Cerulean Fleet.

Lieutenant Leyland Lamond has been instructed to repair aboard the E.M.S. Ardent as Captain, and to redouble efforts in having said vessel prepared for active service.

Captain Beatrix Flittermoon has henceforth been confirmed as Captain of the Fleet, assuming direct command over the operations of the officers and sailors in the company of His Imperial Majesty's Cerulean Fleet, in assistance to the Commodore.

Working in tandem, and with great ability, the party brought a known and dangerous villain to justice and saw to the integrity of Varanite Justice.

• John Mackev, Corporal, for his continued expression of loyalty and competence in the name of the Cerulean Fleet, the City of Cear, and the Varanite Empire, and for his brave and stalwart conduct as described in the above event. For his behaviour and for his heroic actions, Corporal Mackev has been recommended for a promotion to Ensign.
• Sir Hyel Loremaster, Archmage, and Sir Phelan Almaran for their quick and readily available and proffered assistance during the above incident, whereupon the villain was ultimately captured, thanks in part to Sir Hyel's efficient intervention. Internal Punitive Determination

In accordance with the customs and traditions of a fighting-navy of His Imperial Majesty, and in acknowledgement of the esteemed longstanding military-history that prevails upon every oathsworn and bound soldier within His Imperial Majesty's Armed Forces, a Punitive Determination has been made in connection with Nicholas Woodruff with regards to an incident that occurred on the twenty-sixth day of the ninth month in the six-hundred and thirty-sixth year.

Nicholas Woodruff, Lieutenant is hereby disrated, removed of the ranks and privileges of a lieutenant in His Imperial Majesty's Cerulean Fleet; it is the decision of his commanding officer that Woodruff be rewritten into the Fleet's Books as Nicholas Woodruff, Ensign, and for his regular salary to be docked by no greater than fifty percent for a period of two months. The garnished wages shall henceforth be forwarded to the wives, husbands and families of Cerulean Fleet personnel that have paid the ultimate sacrifice in the defense of Cear from enemy of the state Naril Di'Saan.

These determinations have been approved by Commodore Torquil Lamond, and upon their issuance Ensign Nicholas Woodruff resumes his duties as an honourable and well-respected member of His Imperial Majesty's Cerulean Fleet.
