Hmmm, well since Dwarves are not really surface dwellers. (The whole love for jewels, gold and caverns). I (as in IC) don't care much for Drow either way. As a lawful dwarf, I want the goodness on everyone and always look at the second chance for any wrong doer. Unless the Drow offends me directly and volunteered hurts my friends, I will look the other way. Maybe even throw a heal or two at them in the time of need.
Well... the half-orcs on the other hand.....as lawful good as I can be, I just don't think I could stand their height. I mean how could the Gods permit such height to them??? Every time I pass one of them teething creatures, I just want to bite their toes....

The only flaw (and this isn't an attack, it's just making something clear that may not have been before) is the "Dwarves not being surface dwellers" thing. Neither are drow. They live underground as well, they just live a heck of a lot deeper than dwarves do. Clashes between the two races aren't uncommon, though.

Thanks Like I said I am totally new to the RP and the history of the races and all that. So the more pointers I get the better. I guess I am only relying right now on my own (OOC) personality. I guess it's a start for now.
In Dasaria I there was a Dwarven Hall, Torinvhork Hall, that was constantly under siege by a clan of Duergar. Dwarves from around the Daris region would understandably be a little bitter with the Underdark kin and their cousins, the drow.

OK I see where you guys are going at. Alright, you talked me into it, I will bite the Drow's toes too, them are elves... so they are kinda tall. I have a problem with tall creatures.
While definitely a variable to consider, doin't let the campaign and past events persuade you to change your character's perspectives too much. We are in a different part of the region, under a different government, with 50 years of time to dilute whatever prominent feelings existed back then.
Shield/Gold Dwarves and Drow/Duergar never got along in Das1. I believe the entire Dwarven community was shaken when Kin G'Elle murdered (a perma-death event) Bognar Beerbelly, a chief-chaplain of Torinvhork Hall.
But that doesn't mean time, change of government and region can't change that.

I'm quite new and I don't what the problem is...
If a player works hard why can they not level their character high?

Because an ECL+3 race 'effectively' starts the game at level 3. For those races level 1 = level 3 for everyone else and level 17 = level 20, stat- and ability-wise.
To be fair, we'd have to let humans go to level 23 in order to compensate for an ECL+3 race going to 20.
