Toy Boat
The Toy boat in the sewers can not be picked up, unless there is some other trick to it. I had the mission for it.
When there is no other way, the perilous path is the only road to salvation.

And when you do manage to pick it up, the kid will often simply not respond to it. This quest indeed seems heavilly bugged at times..

The boat also seems to only appear once a reset (might have been fixed)

I've found the boat! 
As far as the not being able to pick it up issue goes...
It seems the clickable hit box of the object is about the size of one pixel on my monitor. I have to angle the camera above the toy boat, and then sweep back and forth with my mouse till I find it. It seems to be a third of the way from the bow near the port. (The side facing that pile of yellow rubish). I can consistently pick up the boat, but it can take a little work to find the proper spot.
As far as I can remember trying to pick it up with the default interact key doesn't work. I'll test that once more when the server resets.
