Weird. In order to test the favoured weapons yesterday, I started as another class without a deity, and then took cleric at level 2. Etoth was in the list. This was with a male human.

Women are not allowed into the "Brotherhood of Etoth". I think this is a feature, not a bug. I'll have to check with the loremasters.
