Public dicussion of Cear City Guard.
Currently we're working on the behaviour how to handle things. specially now that we're in a phase with lack of power, yet still trying to act as the law enforcers suposed to.
Current topics to be dicussed,
Brandishing weapon Law- do you feel this is to tight to remember law?, do you feel the guards should pull back and only act if the weapon has been held out by the same person over a longer time?, or should we just forget the law for now in the north of cear.
Writs - Currently there's several sides, some wants us guards to directly taking in the fines for now. currently i've just written it up and stored the names as a documention.
is paying ingame gold at a 50 gold to much for the avegeral player?
or should we just write writs and wait until we have a automatical system working it out?.
Slaying - At times when players accomidate with " you'll never catch me tactic" do you feel this is unjust that we'll attack you uppon breaching a ususally 1 - 2 -3 law. should we until we have a gaol system up drop the ideal of slaying as a punishment and lett those refuseing to co-operate off the hook for now.
please say your mind, so we might collect some information to adjust the current guidelines being written for the guard faction. to ensure this goes well for all of us.

I think the PC Guard's are doing a fine job and if anything need to stop being so kind..unless of course they are of good nature. A Lawful Evil character would enforce these laws with an Iron fist!
None of the .. "warning, warning, warning..ohh more warning"
If I played LE of the guard I'd give them two warnings at the most if my character's in a good mood. One or none if he's having a not so good day.
On the flip side of that tho a lawful good character is gonna go out of his way to avoid harming the person but he'd still enforce the law.

Today the blood of battle
Upon my weapons will never dry
Many I'll send into the ground
Laughing as they die

I think Tren and Raymond have done a great job so far and I really enjoy seeing either of them on. Everything you've done that I've seen has seemed justified and even on the mild side. This is a LE empire we're talking about, so, have at it! Also, I'd say 50 gold is more than reasonable and even on the mild side as well.

I agree with the 50g fee. It's easily earned and harsh enough for a newbie character to listen to the guard next time.
The brandishing of weapons is the only law breaking incidents we have to go on to get some action going now. Another one pops in mind is the animal/evil pet spawning and casting dark magics in town.
I personally think they all contribute to the fear of the regular folks in town and should be considered breaking the law.
PS: To catch up with the running law breakers, you should recruit more monks into the ranks to catch up and stun the evil doers! *wink wink*

60% of the time, it works every time.
But seriously when it comes to the weapons law. If someone is just dashing through town it will be more trouble than its worth to chase them down. If they stop at all feel free to give them a friendly reminder, or unfriendly one.

I'm always right. I'm also a jerk. It's not my fault you can't get over the latter to see the former.

I always remember to put away my axe when I walk into Town, and it frustrates me to see someone with blatant disregard for the rules. I can remember to do it, and I am half drunk on cana lager and still a little stunned from beating up Shamans, so everyone should have to comply.
Warn them once or twice then enforce, thats it
50 gold-fair, Gaol-fair, stunned/beat to pulp-fair

First of all, stay true to your character. From the few instances I saw, I'd conclude that the players behind the guards -are- too nice. Iron fist of the law, people, iron fist!
If your character is a hard-core law enforcer, document the writs, when the DM client goes up there shall be a reckoning, one would hope.
I think that each guard would interpret the law slightly differently, as per their alignment. Some might try to help out the common folk, some might be solely interested in the idea of upholding the letter of the law, others might run a nice side business profiteering from their job.
This goes as much for weapon brandishing as any other law.
Writs - 50 gold? Make it dependent on the severity of the crime, post a note somewhere, then enforce it. Even for a new character, 50 gold is.. pennies. Five minute worth of running around gathering hides all the high level characters leave behind
Slaying - personally, I feel the guards in Cear will have the last word on anything they want to get involved in. They are the law, and I think it would not be difficult for them to come up with validation of the use of deadly force in any circumstances.
They should be feared. A guard coming into an ongoing argument should cause everybody involved to do a double-take, slip a few coins into his hand to forget this ever happening, and quickly go their own ways to avoid writs for loitering, causing public upset, nonconforming to the section 3 of the Riot Act, abating pickpocketting by giving the thieves a chance to carry out their business while everybody's attention is preoccupied... whatever the guard feels like at the moment, really.
As it was mentioned... it's an LE setting. Some guards will try to make things softer for fellow citizens, but they themselves are under obligations as per the harsh laws, and will more likely cover their own back before pursuing justice...
The social structure is based on Law. Not Justice.
Huge difference.

Brandishing weapon Law - If the Pc has a drawn weapon in town they should get one warning to put it away. The second warning should be a writ and the third is a beat down or trip to the Gaol.
Writs - Document the writs that are issued and then the payment of each writ. If the writs are issued, but payments are not turned over to the state, then someone should end up in the Gaol. Whether it's the citizen that failed to pay, the guard that kept the payment, or both of them to ensure the right person went to jail.
This could foster some great RP.
(However, if abused OOC, It should be dealt with harshly. Much like the abuse of a jail key in Das 1.)
Slaying - If it is PVP battle, then I would look at it as using force to perform your duties. Until there is a jail system in place, this is your last resort. I would not hesitate to engage in PvP if the situation calls for it. This is not a "feel good" police force. You are the iron fist of a tyrannical state. If someone steps out of line, you smack them.

20-50 gold for a writ and the person pays when the writ is issued.is paying in game gold at a 50 gold too much for the average player? or should we just write writs and wait until we have a automatic system working it out?.

I think how you enforce the laws depends on your character. If your character is personally getting tired of having to enforce the same law, than meh.
If you are the character who will never bend, never yield, then enforce the law to the fullest.
My only problem with the writs - is that your first quest gives a fully detailed process as to how writs are handed out.
We either need to edit the lore, to allow Watchmen to hand out minor writs - or we should disallow writs to be handed out.
Apparently as it is now, there is a large bureaucracy behind writing writs.
