Not everything, certainly not by non-cleric classes. Tharon is definitely harder. Not sure I would try to solo it on any but my rogue, and he would need a couple of wands (like DW and IMA).

There's a temple of Nuarari (might've spelled that wrong) in Trades and Commons where you can go to remove entire levels from your character without killing them.

But the option always exists to just not click the level up button. Experience stops accruing after a certain point of not levelling up ...

Ravenwood Fey quest (Fana AND the King one in the cave) are soloable at 15/16, but you will need a magic resist item to avoid all those dispels. Also, the undead warehouse quest in RW is doable, but risky without good buffs. AC of 35+ helpful there.

It's possible to make them as there are recipes for them, but the reagents needed for those recipes do not drop in game. So essentially they are not craftable.
